I think that if it fails, you should continue the map yourself. You seem perfectly capable of finishing it on your own IMO.

I think the new Basemap is still in production. Not entirely positive though.

Shvegait hasn't been around much recently, and he's been mostly coordinating things for the contest - so the organization has sort of been fumbled a bit. Maybe if he doesn't get it together soon we should get someone else to organize things for a while.
